On 28 November 2016 Karamea Community Incorporated (KCI) sent a letter as a formal approach to the Market Cross Community Building Committee proposing the possibility of landscaping and building improvements to the Market Cross Community Building.

Hi Ruth

Thanks for making the time available to discuss the possibility of landscaping and building improvements to the Market Cross Community Building.

We appreciated the open discussion and the fact that you view this project in a positive light, provided a majority of the community endorse the proposal.

The purpose of this letter is to make a formal approach to your group. As discussed this is an initial proposal for consideration by your Committee – and we would be happy to participate in the ongoing consultation process, including a public meeting which I understand would be coordinated by your group.

I have attached a copy of the initial proposal drawing and three dimensional representations of the building. This was based on the following brief:

RSA Community Building and Forecourt

  • Enhancement of an existing building for greater community use 
  • Landscaping improved to support the market green 
  • Green space (lawn) extended out to the street edge to give prominence to the community building and to ‘link’ with café green space 
  • Building made more welcoming with improved street appeal and main entry facing the street 
  • Large verandah as rainy day shelter, stage for outdoors, increased space for indoors with use of zipped screens to verandah edge 
  • New entry to the public toilets to remove it from the main entrance of the community building 
  • Public toilets ‘down played’ in the landscape to put emphasis on the main building

Costings estimates are not available at this stage. There are a number of elements which will need to be included in the budget estimate. These include:

  • Consent and building construction documentation
  • Landscaping drawings and documentation (and possibly consent documentation if a consent is required)
  • Materials and labour for building
  • Materials and labour for landscaping
  • Compliance costs
  • Fire assessment and report

We understand (this is subject to confirmation from the Council) that the allocation of Vision 2010 funds to KCI is $100,000.00. Experience suggests that the probability is that all of this amount will be taken up by this project. More detailed estimates are currently being obtained and will be made available as soon as possible.

We also acknowledge that work will be required around issues such as insurance and building standards.
We look forward to working with your group on this project which we consider has the potential to be the centrepiece of a Market Cross Hub within the wider district landscape.

An early response to this communication would be great– as you will appreciate time is running out to take up the Vision 2010 funds.
